No. Windows XP supports upgrading in-place from Windows ME. However, a clean install is usually recommended, since it can help avoid errors in the conversion process and leaving unneeded files behind.
Defraggler is a defragmenting tool. One that I highly recommend. It goes further than the one provided in Windows itself. Defragmenting your hard drive puts all of the pieces of file on one place, speeding up your computer. If you have a solid state drive, don't defragment it, it won't help any.

You can reset the Windows XP by performing a Restore operation.
That is most commonly called "Defragmenting". Windows has utilities included for defragmenting the FAT and NTFS file-systems (found in Accessories->System Tools). As far as I know, EXT and Reiser file-systems do not need to be defragmented.
You can maintain the hard drive by defragmenting it with built in windows programs. I don't know haw to do it on a mac. Theres not much alse you can do but not putting unessary data will keep it faster.
