Windstar 98 AC and heating working fine but air doesn't flow through top rear vents and warm air is vented to floor rear vents while AC is on and sending cold air in face vents?

Its a faulty rear control switch (a/c or heat) on the dashboard. It works by vacuum and when it doesn't work correctly it defaults the rear heat. I just had this repaired on my '98.
