Disconnect the negative battery terminal first. You have to remove the trim panel. There are three screws on the bottom of the wood grain. Two of them are located left of the steering column and the third on is on the right of the column. Inside the left A/C outlet, towards the top, is a fourth screw (you should be able get it with a long skinny driver, but if not you have to remove the A/C outlet grill). The last two screws are on the right and left side of the speedometer housing. Once all of the screws have been removed, the top of the panel can be pulled out of the way.
Helpful tips: 1. The screws holding the switch in place are 7mm, and it's easiest to reach them with a 1/4 drive ratchet wrench.
2. Tilt the steering wheel all the way down
3. Have a strong magnet. The panel can't be completely removed this way and if you drop a screw behind it, there is no way of reaching it from above. The bottom of the panel can be pulled out enough for the screw to come out, and the magnet can be used to pulled the screw toward the opening.
4. Magnetize your screw drive (by running a strong magnet from handle to tip, several times). It will make it easier to get the screw in and out of the A/C duct, without removing the grill.

The windshield wiper relay switch, on your 1999 Cadillac Deville, are located mounted to the firewall in the engine compartment. The relay switch will be next to the windshield wiper motor.
The windshield wiper switch is located underneath the windshield wiper lever. Remove the upper and lower steering column to gain access. Loosen the mounting screws and unplug the switch. Pull off the switch from the steering column.

the steering wheel has to be pulled off so you can get to the upper cover on the steering column to take the screws out to get it off and then you can get to the switch.
ok if you have a wiper switch that tou push back and forth on the dashboard. there are two parts to that switch. the wash button is on the bottom, and the delay settings are on the top. so I would try to remove the panel behind the steering column then take that switch out. It is two pieces so first check to make sure it's intact, then check the wiring to it.
