The oil control ring can be installed just like any other oil control ring in the bottom (#3) piston ring slot.

Generally in grooves near the top of the piston. The compression rings, near the top and the oil rings at the bottom of the top. The ring gaps are staggered.
It is a spring metal sleeve that goes over a piston to compress the rings so that the piston can be install in the motor. It tightens down on the piston, forcing the rings into the grooves in the piston then you tap it into the cylinder.
It is a repair for a worn out and smoky engine. Valves are cleaned and replaced if necessary including seats and seals, the cylinders are honed and new piston rings are installed to return the engine to a clean running state. If it's to that point I would put in new bearings as well and call it a rebuild, it's a waste in my mind to rebuild the top end when it is worn out and ignore the bottom.
Just from normal friction and vibration. This may be more pronounced in worn cylinders or worn piston ring grooves. If the cylinder compression is ok, then it shouldn't be a problem.
Seriously worn piston rings and more than likely a broken oil ring.
Oil fumes in the crankcase are common. Excessive oil fumes can be an indication of a broken or worn piston ring.
Oil on the outside of the spark plug is normally a sign of a leaking valve cover gasket. Oil on the spark plug electrode, (plug must be removed to see this oil), is normally a sign of a broken or worn piston ring. A compression test will verify if a ring is worn or broken.
You have to disassemble the entire engine, remove the piston and check the rubber ring around that piston.
If the rings are worn and oil is entering the combustion chamber then yes it can destroy a catalytic converter one time.
Worn piston rings will cause your car to burn oil. It will smoke, and you'll have to add oil frequently. Additionally, the performance will fall off as compression is lost past the worn rings. There may be a "slapping" sound as the piston skirts slap the cylinder walls, and this will occur in cases of advanced ring wear.

You mean a piston ring. It seals the gap between the piston and the chamber in your engine
