However it would have required invasion of the main islands of Japan by both the US and the USSR and a minimum of another year of fighting, with the loss of more than a million Japanese (mostly civilian), more than a million US and USSR troops before Japan could have been forced to surrender. Japan actually had plans for keeping the war going for as long as 10 more years before surrendering, but they would have lost more than 90% of their prewar population (including Japanese residing in occupied Chinese territory before the war).
The Japanese government did know before the atomic bombs were dropped that the military situation was ultimately hopeless and they would eventually be forced to surrender, they just hoped to delay this humiliation as long as possible.
