I believe that the answer will be yes. All NATO nations subscribe to international extradition treaties with the only proviso being that some (but not all) would not allow extradition for any cases which could be punished by the death penalty.

absolutely. Costa Rica has extradition treaties and agreements with most countries. There may be some loopholes but not many. (For example if the person facing extradition could be subject to the Death Penalty (not legal in Costa Rica) However in Canada there is no death penalty so that would not apply.

The country which does the extradition it's the deciding factor. Countries are not obligated from a legal perspective to extradite anyone within its borders, since that would be a huge blow to the concept of sovereignty.
