It depends on the weight of the package or envelope. Letters weighing one ounce or less require a 49 cent stamp called a "forever" stamp.
US stamps come in different denominations, but if you just asked for a stamp you would probably get a 44 -cent stamp which pays postage on a letter of up to one ounce. The "forever" stamps currently are considered to be 44-cent denomination.

No. You have to add a 1-cent stamp for a first-class letter because the postage is now 42 cents.
More than likely, the post office will stamp "Insufficient Postage" on it and return it to you. Not only will you lose out on your 39-cent stamp, but you will also lose the time of delivery. It would be better to buy a 2-cent stamp and add it to the envelope than to lose 39 cents and delivery time.

if it's a letter than it should only need 42 cent stamp they make 42cent stamps they also make smaller denominations so you can combine them, i.e. a 41cent stamp and 1 cent stamp is equivalant.
