Yes and no.
The IT490 engine will bolt straight in with no problems.
The IT petrol tank will fit, but not sure if seat brackets line up with the frame bolt holes. You could use the YZ seat, but then you would have to use YZ side covers.
IT490 blue side covers will not fit unless mounts are cut and welded to fit.
Suspension will fit without any dramas.
Not sure about airbox. IT and YZ airboxes appear slightly different, but it would not take much to get it to fit. In guessing, I would say yes it would fit.
YZ frame doesnt have the curved bar at the back for the rear fender mount.
83' YZ490 frames are known to be a bit weak and flex a fair bit. Yamaha skimped on tube thickness to save weight in 83', and some frames even bend at the steering head, creating a chopper style effect.
I dont know if the IT490 frame suffered this same problem.
Exhaust pipe will fit.
Overal it is a do-able replacement.
That would be a negative.The 490 which is probably a 1982 model as 1981 was a 465 were all side exhaust ports .The 82 yz 250 was a centre port with a twin tube frame. Also the expansion chamber on a 250 needs to be much larger than on a 490.You can get a new pipe from DG in usa or watch ebay. Good luck.
