Something is missing from this question. Being a "Conscientious Objecter" is NOT a criminal offense, and the charge would not appear on your criminal record. Is there some other offense that you committed that would give you the 3 year probation sentence?

After completion of the time of the probation set by the court (1 or 2 yrs.) then your arrest record, for that arrest, will be erased. You received a two year probation under the program, you can petition the court after a year to have the A.R. dropped.
What is meant by "clean?" Probation(in lieu of jail) IS the sentence for whatever offense you committed. Your criminal record will always show it as a conviction. Simply by completing a term of probation your record is not "cleared" or made "clean."

Unless the offense was committed prior to your 18th birthday your adult record will always reflect your felony charge. Even though you might not have actually served jail time, probation IS a sentence after being found guilty. If you had been found not guilty or the charges were dismissed you would not have had to serve 3 years. Probation is not a "get out of jail free" card.
