It could but I dought it is that dirty. It would most likely slip. Old transmissions use to have a modulator valve that told it when to shift. Now its done electronically through the computer . Look closely for any wires going to the tranny and check them for loose connections,corrosion,etc Answer The modulator valve used in some transmissions is operated by vaccuum so a vaccuum leak may also be the culprit. Another possibility may be the TV (throttle valve) sticking, or being bent inside the transmission. Your transmission is electronically controlled and is either a 4t60E or 440 T4 (Cadillac was transitioning from the latter to the former during the 1990 model year. From what I understand the 440 t4 was more prone to TV cable problems due to a difference in design with the superior 4t60E.
The DeVille could have low transmission. Or the internal transmission bands or valves could have failed. The transmission will most likely need a rebuild.
It would take a miracle, there are no band adjustments in that transmission.

First off you will need lots of money. Going from an A/T to a manual requires many parts and much modifications unless you can find a donor car to remove parts from. As there was no 2002 Cadillac Deville built with a manual transmission, you will have to fabricate parts and modify others. This would be a daunting task.

On my 91 sedan deville it is at the bottom of the firewall on the passenger side. About where the passengers feet would be. Take the R. F. Tire to be able to see better and crawl under and just behind the disc rotor. BE Careful the line into and out of the filter are plastic and MAY be BRITTLE (More than likely)
