That would be unusual - a mare will usually start to 'bag up' or have an increase in the size of her udder due to milk production a week or two prior to giving birth. However, 11 months of gestation is an average, and some mares routinely give birth at 10.5 months so you may not be as far from delivery as you previously thought.

Early development of the udder can be a sign of issues with the pregnancy. Make sure the mare has no discolored discharge from the vulva and consider contacting

a veterinarian. If there is an issue a course of antibiotics and anti-inflammatory therapy may be required for a successful out come.
