This depends on the genetic make-up of the animal. I am not an animal geneticist, so I do not know if the split forehead is a dominant trait. If it isn't then there are no guarantees that the animal will have this trait, it is all left up to chance when the male and female mate.

Why would you think the heads split on a female Staffordshire bull terrier? Does your head split? No their heads do not split unless someone takes an ax to their head.
no it can make your split ends even worse
I'm afraid there isn't such thing as a head split. When rottweilers are young, their forehead is quite rounded. As the dog starts to mature the head starts to flatten out and widen, the excess skin gives the impression of a line going down the center of the head. Hence the term head split.

Bob ended up getting his head SPLIT open after Richard cracked him upside the head with a baseball bat.
It has before been observed that if your head were to be cut off you would be able to blink for a split second after the decapitation. However, I do not think that you would be able to talk as you voice box and vocal chords would have been separated from your head. Also, even if you were able to then it would be for just a split second as after that time your nerves would no longer function and so messages would not be sent to your brain. The theory of being able to blink for a second after your head had been chopped off was observed during the execution of Anne Boleyn.
