She in theory could as Queen of Canada issue a Royal Proclemation ordering the end of seal hunting. This however is highly unlikely as she would never act without the Government of Canada's advicel, she does not as a rule talk about politics and remains politically neutral. If her Canadian Government were to ban seal hunting she (or her Govenor General of Canada) would of course sign the new act into law. But until they do her involvement is highly unlikely.
