The short answer is yes, if you had the right type of car.

In other words, coal would not power a car today since they are designed to run on gasoline or diesel however, if you were to design a car like we once designed coal steam engines or coal steam boats, then yes, you could technically propel a car by coal. It wouldn't be very practical though because you would need a furnace to melt down the coal and a large amount of coal to continue burning. While you can see how this could work on a boat, a electrical plant or even a train, having a giant furnace in your car that you have to keep shoveling coal into does not make any sense. Besides, coal doesn't burn very cleanly at all (Remember the industrial revolution?) and it would be better to try and make cars to run on something else. If you did make an electric car though, it would TECHNICALLY run mostly on coal as most electricity in a lot of states is made from coal power plants.
