Certainly. There are companies that will not pay to use the bridge because of the cost, it is financially cheaper to go around the estuary. This entails using more fuel and therefore producing more pollution.
The bridge was built for convenience, to make the journey shorter and cheaper. The outstanding debt today is more than it cost to build the bridge.
