It would be possible, though it may be hard to achieve. The entire process would need to be done using IVF. Not all eggs that are implanted take, therefore, it is possible that both eggs may not take at the same time.

None of these are required by the surrogate usually, but it is etiquette to care for the surrogate mother in regards to the pregnancy as the biological mother would have been cared for by the family in regards to the pregnancy.
