Would it be possible to get free flea collars for our troops to wear like ankle bracelets because of the serious problem of fleas?

I asked a friend of mine that has served 5 separate year long deployments in the mideast. He said the flea collar thing is something that was started by the media, and they do not actually need. Somethings he said are welcomed are:
- individually wrapped LifeSavers or other wrapped candies and snacks that do not easily melt
- Gold Bond powder
- sealable wet wipes
- magazines...no porn, bikini stuff, or other things that are going to get them in serious trouble if they find themselves in custody... Outdoor Life and the like are great
