It could, if there isn't enough oil around the pickup in the oil pan, if it happened all of a sudden i would suspect the oil pump if you had enough oil in it. If this has been going on for some time then it is probably engine wear. You can always move up to a heavier weight oil like from 5-20 to 10-30 to gain a little pressure. I would change the oil and filter if you haven't recently and see if it makes a difference, maybe the oil screen is clogged in the pan. I have 5 diesels in my fleet that have gone double their life expectancy, and I believe in high mileage motors that higher vis. oil is important I use CD rated 30 weight even in my gasoline engines but to use up to 20% Lucas heavy duty oil stabilizer when changing. Big jump in oil pressure so watch how much you use ( just a dollop for a new engine),but the big difference is in when i change the oil it still has the fresh oil thickness to it, it used to come out like water, very runny.

no, you could not cause a pressure change. Yes you can hook up industrial fans and vaccumms, it would not be ilegal, it would be expensive and still not cause the pressure change.
It will not cause low water pressure. It will cause a loss of heated water because the heater will not be able to recover fast enough. It has nothing to do with pressure.
