In the business world the term "reasonable accommodations" is often used to describe what monies it will pay to its employees when traveling on company business. For example, within its policies on travel expenses, airline flights in "business class" will normally fall into the category of "reasonable accommodations". The company will consider flying "first class" as unreasonable accommodations. This also will refer to hotel room expenses.
A prudent person is considered to be one who is discreet or discerning to a great degree. A reasonable prudent person would then be one who does not go overboard with their prudence to the point of snobbishness, for example.
Selection of materials are a good example of product design and quality control. By selecting materials that are considered appropriate, the evaluation phase is easier.
The ADA requires that all public and government facilities are required to accommodate disabled individuals. The HOA would not be required to comply unless the community can be considered a public accommodation (open to use by the public).
