No. Sand cats are wild cats, so have never been domesticated. I would imagine it would be very difficult to house or even tame a wild cat as it would probably want to be outside the majority of the time, be scared or avoid any human contact, and would hunt its own food.
Sand cats are extremely dangerous. Don't let their size/adorableness fool you. Most people who encounter these cats in the wild don't come out with all their limbs (not kidding about that by the way). Now this is not to say they are violent creatures. They won't just kill you on sight, but it doesn't take much to set them off. Now to actually answer your question. If your asking if a sand cat cat can be domesticated the answer is yes, but you better get yourself a GOOD doctor and a shotgun maybe an AK-47 (can't be too careful) but that's just me. In closing I would not trust a sand cat as far as I could spit a rat.
No wild cat makes a good pet and they should be left in the wild.
