Yes, yes it would. and if you pull down the inspection flap on the passenger floorboard under the glovebox you will the the righthand indicator light flashing a code 17, denoting the vss is faulty.

If the speedometer is not working but the odometer is, I would suspect the dash cluster is at fault. If both speedometer and odometer are not working I would suspect the speed sensor on the transmission is at fault.

The speedometer cable (which runs from the transmission to the dashboard) has snapped. This is a two-piece cable, and the one-piece cable in later Proteges will not work. I had the transmission replaced, and the cable could never be fit in properly. This is a mechanical speedometer, so you would have to change the entire speedometer part of the instrument panel to use a magnetic/electronic speedometer.
If the speedometer and odometer are both not working, I would blame the speed sensor. If only the speedometer does not work and the odometer does work, the cluster is bad.

On older vehicles, it would usually mean that the speedometer cable is broken or disconnected. On newer vehicles it would probably be a computer problem.
