The tides are dependent on the earth's moon because the moon's gravitational pull brings the waves from high tide to low tide. Without the moon, waves would not exist.

on July 1969 we set foot on the moon and created seismic waves (moon quakes) that lasted over an hour that would have lasted only 20-30 seconds on earth(earthquakes). So seismic waves last way longer on the Moon then on Earth.
because the moon (I don't know the details) creates the waves and the oil is blocking out whatever it is that the moon does. I do believe and actually positive that the sun has a little affect on the waves and if the suns rays creates the waves than the oil would be acting as a mirror and blocking out the rays
