Gladiatorial games were free to the public to watch, panem et circenses, bread and circuses, as the Romans said (they also donated free bread to the people).Although the best spectator seats closest to the arena were reserved for senators and other high-ranking men only. Women had to watch the games in the uppermost seats of Colosseum (which was called Amphitheatrum Flavium at Roman times).
I haven't found any info whether children were allowed to watch the games or not, but I doubt that. Although in todays standards some children were allowed to watch the games, since Romans considered 16-year-olds as adults.
And then there's cruel stories about the emperor Nero who put children to fight as gladiators on the arena. He also liked to watch women fight with dwarves.
