Provided you have all the basics you may get away with it. A "nominal" 5 gallon tank actually holds around 4 gallons when it is in use because tanks are never filled to the brim and they also need to have some substrate in which to grow plants which will displace some water. The basic rules for successfull fish keeping are :- 1 inch of fish needs at least 1 gallon of water. :- Every tank needs a permanently running cycled filter. :- Every tank needs to have at least 50% of its water replaced every week. Whitecould Mountain Minows are tropical fish and need to be kept between 65F and 75F so you will probably need a heater/thermostat and a thermometer. The shrimp and snails should be OK at the lower end of these temperatures. Your tank will of course need to be planted and lit properly so that the plants will grow.

(Despite what some (misinformed) people say) A Betta is a 3 inch fish and needs at least 3 gallons of water all to itself. So the answer is no. The basic rules for successfull fishkeeping are :- 1 inch (2.25cm) of fish needs at least 1 gallon (3.7 ltrs) of water. (Any aquatic life form including shrimp and snails need the same) :- Every tank needs a permanently running cycled filter. :- Every tank needs at least 50% of its water replaced every week. They are the basics and then each species of aquatic creature has its own special needs when it comes to temperature, pH, GH and type of food. If you provide all the above your fish/shrimps/snails stand a chance. If you don't I can guarantee that you will have constant problems with the health of your fish.

A 5 gallon tank will only hold about 4 and a bit gallons of water. It is not big enough to keep all the creatures you have mentioned let alone more. The 2 shrimp would probably be the first to die followed by one of the frogs and then the other. The snails will probably last the longest.
