Absolutely not... I have yet to see a President live up to their billing. The problem with campaigns is that you have to develop a plan for every issue facing the country. With the government being a democracy, it takes a long time to make a decision (thus the reason for the saying " it takes an act of congress..."). It is not theoretically possible to fulfill all of the promises made during a campaign.
