your distributer could have a crack in it so its letting moisture in id recomend replacing your rotor button and distributer and see if that does the trick and that a relitiv cheep fix
It could be the indication of a faulty fuel pump.
Change your spark plug wires & maybe your dist. cap
The engine needs good battery power, fuel and spark to start and run. You are missing one of those.
The problem is most likely the timing is off.
sounds like you have a bad ignition switch or a bad starter solenoid
Can be a number of things....but start with crank angle sensor located rear of engine above bell housing asuming it's a 4L six.

No, timing is not adjustable. If timing is not correct a part has failed.
Go get a new one... Its ganna cost more to fix then just to get a new one.
