I'm not for sure the actual torque specs. I go just past finger tight. I will warn you tho, that those screws are prone to stripping out. So if you over tighten you might find yourself having to drill and tap further in.

there is no torque on the oil filter!! when putting back on tighten the filter hand tight as much as you can.
