Sadly, a relicanth is more rare than a ralts. And it takes FOREVER to capture a ralts. Anyways. Well, first, you probably should have pokemon lv. 30-40. Go to the place you can capture relicanth, and basically search for one. Unless you have an AR. I can't remember where you can get a relicanth, all I know is you have to use the HM dive to get there.

Yes you can get them but u have to have relicanth first and wailord last in your party and it should work if not just keep trying and it should eventually work
What do you get in the sealed chamber?
start in pacifidlog town and go to the lowest point in the current till u get to a squarish piece of land. on that go straight across. use dive and go up after u read the braille. the braille at the top of the 1st chamber says dig here. then put relicanth in the 1st position on your party and waillord 6th, in ruby do the opposite and read the braille at the top. you should hear 3 doors open. then exit and your on your way to finding regice, regirock and registeel.

first you must have a waillord (the last in your team and a relicanth (the first Pokemon in your team) dive at route 134 move forward under water and you should find some weird writing on a rock the dive up you should be in a cave go to the end and at the end the back wall should have a row of the writing go to the center and use dig dig should of made a tunnle do again and it should rumble and say it looks like thes another opening somewhere else then go to route 120 and then if you look on your pokenava it should say Ancient tomb now i havent got passed that so good luck i hope you will find them BYE
