You really should go back to the doctor and discuss this as your hormone level is very high for seven weeks and an empty sac is not a good sign. Unfortunately you may have a problem and you really should see your ob/gyn urgently.

I am going through a miscarriage right now. I am about 7 weeks pregnant. We did an unltrasound and they said usually the fetus is too small to be seen. My HCG Levels were at 2000 yesterday [which is when I passed the fetus]. Have you started bleeding or spotting? If you do see spotting I recommend go to a doctor right away. If you are getting period-like cramps go see a doctor.

If you are not bleeding or anything try to wait until the fetus is big enough to be detected, which is usually around 9 or 10 weeks I believe.
