Sounds like you've got a good chance at both, granted you have good test scores (above 20 ACT, 25 and up would be nice for U of M), extra-curricular activities, and/or AP classes or credits.

There are a lot of colleges that will accept a GPA of a 2.3, such as Northern Kentucky University. You will have to meet their benchmarks on the ACT.

I just found out the hard way that American Public University/American Military University are NOT Regionally Accredited. They are nationaly accredited. This means they are for profit colleges. Public and Private Universities will NOT accept credits from APU/AMU since they only accept Regional Accreditation.

Yes, they just cannot receive financial aid from the government. Although the tuition at private schools tends to be higher, the usual give out more financial aid as well.
The University of Michigan is one of the most applied to schools in the country so they are very selective about who they accept. They also have to select students that will be able to take their grueling courses. Getting in is not the hardest part. You have to continually apply yourself to be successful in many of the courses. Also, the university likes to uphold the standard of the "leaders and the best" which separates them from many of the other schools in the Big Ten.
There are lots of colleges that will accept a 2.4 GPA. One such is Webber International University in Florida and Kentucky State University and Shaw University will all accept a GPA of 2.4.

I know most private universities in ghana accept lcm certificates but i'm not sure about the public universities...
