If this guy was worth it he would like you for who you are. Don't listen to that dude. Just be yourself and if he was the right one for you, you wouldn't have to flirt to win him.
I'm in 7th and my friend josh is in 8th ok i get it he likes me and i like him the first thing you can do is try to flirt and try to be his friend first that's what i did and now i have an amazing friend.
The best thing to do is just talk to him. if he likes you and is worth it he will be the one that flirts. Trust me it is happening to me and I am a guy in 7th grade.
Also if you do like someone in a grade that is higher than you like me then just play hard to get. Do cute little gestures to get his attention, and dress cute to impress.
I try to be as nice as possible and get to know the real him
