Your question should be "Are fossils like minerals?" See, a fossil is the skeleton of an animal that was compressed under ground. In the right conditions, the bones can be replaced - or filed - with minerals that leech out of the surround rocks and into the cavity left by the fossil. To answer your actual question more simply, they both come out of the ground.
If you are referring to human, animal and vegetable wastes, then yes, they can be decomposed and they do this without any help from humans, due to the action of bacteria, fungi, and insects that naturally occur with these waste materials.
The type of organism is called a detritivore,detritophage, detritus feeder, or saprophage and obtain their nutrients from dead plant, animal or excreted materials. Once they process the material, it is considered decomposed.
