I had a 97 "vic" that down-shifted hard and just didnt feel right. I had quite a bit of success in changing the trans fluid and filter myself. Some quality additives also helped. I would suggest "Dr. tranny shudder fix". sounds weird but the stuff does work.... note : when you pull trans pan and change filter dont be alarmed if you find a plastic plug in the pan. Throw it away, it is used to block debris down the filler tube on the assembly line.
