When parking uphill on a street with no curb, the front wheels should be positioned to the right. If there is a curb, the back of the right front wheel should be turned against the curb.

You should position your car in the right hand lane or as close to the right side of the road as is reasonable. I agree, some drivers turn left before they turn right or turn right before they turn left, that's a no-no.
