If the girl is interested in you and sincerely cannot make it, she will suggest another time to meet. However if she just says she can't make it and leaves it at that, it's almost certain that she changed her mind for whatever reason, at which point it becomes up to you to ask if she's free another time. If she doesn't know when she's free, she's just stalling for time cause she doesn't know how to tell you the truth.

A girl that is interested will ALWAYS suggest another time if she's busy. Always.

My favourite one was a girl who told me, without asking when I was not busy that "I wanna hang out, it's just so hard to find a time we're both free"
