You didnt give much detail about the problem but maybe you should go back to the website that you downloaded it from and re-download it, or look through your sims 2 files for what ever it is.

To play with sims you've downloaded from the sims 2 website you simply enter Create-a-sim and click the tab where maxis created saved sims are. Then simply click the next arrow and find the sim(s) you've downloaded. Then click on the sim. The random sim should disappear and show the downloaded sim. If you don't find the sim you want in the folder, make sure your random sim is the same gender as the downloaded one. I'm pretty sure that the folder icon is six little people.

this could be because you don't have the mesh needed for that hair style, you will need to find what site the hair first came from, once you've done this you can download the mesh then the hair will work. this is because the hair you have downloaded is only a re-color of the mesh.
