It's a privately made novelty item. Companies take ordinary coins and use a metal punch to add outlines of states, pictures of JFK, initials, etc. Some are sold for use as promotional items or organizational giveaways, and others are sold at inflated prices as "special collectibles".
There's a small niche market among novelty collectors, but normally only if you have a full set of the coins in their original holders. A single one that ended up in change has no special value because it's considered to be an altered coin.
