I had the same thing on my 1991 Ford Mustang , it stops the power from
going to the ELECTRIC fuel pump . Maybe yours is the same
there is a toggle switch under the dash on the driver's side. it is above where your foot would be if it were on the brake pedal.
I have not seen a standard Chevy Celebrity with a toggle switch under the dash. I would suspect that is something a previous owner installed.

Do you mean the toggle switch under the dash by the driver that breaks the circuit to the electric fuel pump ? My 1991 5.0 L - LX had the same thing - I guess that was Ford's idea of a security system . It does have the benefit of easily shutting off the fuel flow to relieve the fuel pressure when changing the fuel filter
