Depends. If its short and your frenulum is long, you may have to remove some of the frenulum to have space for the piercing. Its a fairly common problem. Just check with a few piercers to get a idea if you can get a piercing without having problems.

And if they do give you a hassle, the piercing will be fine if you remove it for a moment, for them to identify you. When I traveled to Switzerland and had my nose pierced on my return trip to the States, I had no problems what so ever.
It most likely means that you have an infection. As someone who has already pierced their ears, I would recommend going to the doctor to check it and they would probably remove the piercing. Don't worry, you can still re-pierce them.
