I think you and your best friend should just talk about it face-to-face. Because if you just write a letter to him/her, they could think you're too scared to really talk to them. Or if you were to write a note, let it say "We need to talk, meet me here..." then you say where. Because not only will you look strong, but you can show you really care about your best friend and aren't afraid to show affection. But when you do talk, you can't just say "I want to be friends again". You should talk things through and set some boundaries.
