sounds like a flooding problem .I have a 97 astro van and I used to have starting issues in the morning when it was cold and raining outside.my issue was heavy dew that was dissabling my ignition system due to too much moisture in my distributor cap.After I changed my distributor cap and rotor button all of the morning starting problems left and never came back.If the ignition system is not up to par the engine can flood very easy because the gas is not been burned properly until the dew in the distributor is burned off.
If vehicle has a carb. (not fuel injected) a normal condition. When you step on the gas pedal the automatic choke is forced to close allowing a richer fuel mixture so the vehicle will start .

It would be the rubber pad that sits on your brake pedal. Unless they were referring to brake pads, which are the pads which enables your vehicle to stop by pressing the brake pedal.

The clutch pedal is the one left of the brake pedal. The clutch disk the pedal affects is inside the transmission bell housing where the engine block bolts to the transmission. Unless you have an automatic, then your car has no clutch.
