Your Sebring has a A-604 transmission in it. When that transmission "is stuck" in second gear it is actually in what they call "Limp Mode". What is going on is that some part of your trans-axle has detected a problem and to protect itself it goes into this mode. Take it to a transmission shop and ask them to scan it and from the diagnostic codes they can tell you what your next step will be. Yes, it can be in need of a rebuild which could cost you $1,400. to $3,000. for the complete job. But it could also be as little as a speed sensor and just need to be reset with a snap-on scan tool.
