Best guess you have the same problem I had-- a hard to find fuel line leak. This causes the fuel pressure in the injection pump to be erratic, and it's like the throttle is variable. By researching online forums for Chevy 6.2 diesels, I found that pressuizing the return line out of the injection pump with about 4psi air with engine off will pump bubbles out of the leaks, that's how I found it.

If that's not the issue, possibly your new lift pump is not pressurizing enough. Should be 5-7 psi pump.

Timing not set correctly can cause surges.

Air not bled completely in the system, such as in the primary fuel filter, can cause surging and hard starts. First thing is to make sure your fuel system is free of leaks and all air bled out correctly. Good luck!!
