No not at all strange, actually expected. Especially depends on his age. Most boys and men are afraid of commitment and saying I love you is a commitment, to them it says they are settling and it scares boys and men, give him some time till his mentality makes him ready and try not to push it onto him because it will scare him more into thinking this particular relationship is pressuring...
