It is neither - Prozac is an anti-depressant, and shouldn't get you high at all. If you take too many, you will overdose without feeling any different. If you have depression or an anxiety problem and are prescribed to Prozac, taking your regular dosage will affect you, but will probably not affect someone without your illness in the same way.
