When dash board light is not working, check the following few items:
(1) Are parking lights working?
(2) Is license plate light working?
If the above symptoms do exist, you have a problem with the electric line to the headlamp switch. If you check the fuse and it is OK, most probably the line to the fuse is not supplying the 12V(In GM, this is known as H9/H8). The simple check you can do is that measure the voltage at H9 (right side of the fuse) by using DVM.
I have 1997 Lumina, and installed in-line fuse (at a GM dealer, I paid $105.00, $98 labour and $7.00 part). This resolved my problem.

I have a 1991 Chevy surburan and it has no tail lights and no dash lights, all fuses are good
Probably the dash fuse is blown, or the dimmer switch for the dash lights is bad!

The dash light dimmer switch is turned off or broken.
If all fuses are good perhaps a bad headlight switch?
It is either a bad relay , cut wire or the wrong wattage bulb .
If the fuses are good then it's probably the headlight switch. There is a setting that turns the dash lights off, check and make sure someone hasn't been turning your knob.
Assuming the bulbs are good, the dash illumination light brightness control switch is turned off or broken.
Replace the fuses if they go out its a short. Good luck finding that
