Hugging can be difficult as friendly hugging can be completely different to romantic hugging in one persons view, but pretty similar to someone else. Friends of the opposite sex can hug in a friendly way all the time without having to turn it into a romantic occasion, but there are some times when a guy takes a friendly hug as meaning more, or at least he wants it to.
If you say 'he doesnt care' that could mean he doesnt mind or he really doesnt care. If he doesnt care at all, theres probably less chance that he is interested, but if he doesnt mind/actually enjoys and sometimes initiates the hugs, then its possible he might be.
Its hard to judge if a guy likes you without actual confirmation from the guy in question, as messages tend to be mixed and confusing, especially if you are reading into things. Sometimes its better to ask, or wait until he is ready to tell you rather than trying to make a definite judgment yourself from the things that he does, or what your friends or other people might tell you that he means, which may well be wrong.
