The following information is based on you running Windows XP or Windows Vista.
Click Start, then Run and type in Regedit.exe and hit enter. A box will popup with drop down Windows, navigate to "HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion" and change it from the previous owner to your name.
It is not recommended to delete the "Administrator" account. However, other user accounts can be deleted from the User Accounts menu located at Start -> Settings -> Control Panel -> User Accounts.
assuming that you are working from a computer with windows as the operating system: click on start, then on control panel then on user accounts from there you can change the user accounts click on change an account then choose the account you would like to change then change my account type then you have the choice of either computer administrator or a limited account if another user is already registered as computer administrator, this could be tricky. this would then require asking them to shed their responsibilities onto you. to do this they just need to follow the same procedure as above. NOTE: only the computer administrator can change the account types!
The account "Administrator" has the description "built-in account for administering this computer". This is your local admin account, when logged into it you can access everything on that computer. This account is simply for that PC and you will need an additional account for editing Network Settings.
In file properties uncheck "Read only" or use Administrator account to delete it (you need to get permissions before deleting files).

Under guest account you cannot do much, and of course you cannot get administrator rights. But if it's your personal computer you can cancel a administrator password using a special cd, for instance, NT Cracker. After you cancel the password you will be able to log on under administrator account without a password.
The computer needs at least one account with full privileges in order to allow the installation of software. By default, the computer will come with such an account - the default administrator account. Since the account has full privileges it really needs to be protected such that only someone who is supposed to have full privileges on the machine can access it. The protection comes in the form of password protecting the account.
A windows administrator account is a type of user that you can have on your list, an admin has full control and rights to to anything on the computer where as a standard user does not.
You can become a network administrator by creating your account and ticking that you will be the network administrator and that you are allowed access to everything.
