In normal internet browsing and scrolling through a page, the mouse pointer appears as an arrow. However, when you point to a hyperlink, the mouse pointer appears as a hand.
Within Excel the mouse pointer can have a lot of different shapes including the hand with the pointing finger. It depends on what is being done.

On the range border. Place the mouse pointer on the highlighted border of the range, so the pointer becomes a 4-pointed cross, then drag to the desired location.
