If you can't get a generic one at an auto parts store, I'd suggest looking in a parts yard. All GM cars used the same tool, you shouldn't have a problem locating one. If all else fails, try eBay or some similar website.

Depends on where you live. In MOST of the US, there IS no registration of guns. When buying one from a dealer, the dealer keeps a record of that sale at the shop.
